As you know, there will be an automatic meshing based on your frequency. But if you insist on using HFSS there will be an option that you can change the accuracy of meshing following the steps: Setup> in the Driven Solution Setup tab> press the Options>Initial Mesh Options. You can also specify a "seed mesh" by selecting an object and then going under HFSS->Mesh Operations->Assign->Inside Selection->Length Based... and then selecting the "Restrict the number of additional elements" box, and entering the maximum tetrahedron count you want.
