It is a usual saying that there are a plenty of journals ,Then why a new one.I am thinking on the other way.In India , standard journals came from government bodies.There is no major Publishing company like Hindawi,Taylor & Francis etc in India. This makes me think of a new India based publishing company.What all things to keep in mind while starting a new journal ? What all initial requirements to start an academic journal ?

I think the below items are necessary, although perhaps not sufficient.
1. A topic and a vision for the journal which is "new" is some way, and different enough from the other competing journals, so that you can claim that it brings a real news value. In other words - you have to show that your journal is needed. Examples of topics that it would cover to show that the list is indeed "new" in some way. (If it will be too similar to something that already exists, then there is a large risk that your prospective authors would rather choose another journal, as that journal is more familiar to them, and a publishing house whose support you will look for will therefore be hard to find.)
2. A list of research institutes, perhaps some well-known researchers, that can support your vision for the journal.
3. A dedicated supporting team of editors who share your vision, and are willing to work with you.
4. A publishing house who is sympathetic to your ideas, and is interested in taking care of the technical side of the editorial work.
5. A potential list of authors whom you can invite to provide input to the first, critical issue of the journal. The purpose of that issue will be to establish the journal as having a high quality, and to be considered by well-known researchers. A special issue on a hot but also hopefully lasting topic would be great to have.

We are planing to start a general biotechnology journal..a journal focusing on a broad area.

1. As you mentioned, there are quite a few 'scholar/scientific journals' published from different publishers. But be aware, some of these journals are not reputable, academics-wise. Their goal is only focusing on how to make a profit from the authors. Some Watchers dub these publishers as ‘Predatory Publishers’. To submit manuscripts to publish in their journals, a 'publication fee' is needed (and not cheap; especially in Open Access format). They set the ‘accept’ bar very low. Some of them even publish manuscripts without going through the 'peer-review' process. In reputable journals, peer-review process is necessary. The feedbacks from the reviewers generally improve the manuscript quality and benefit the authors at the same time. You can search for the websites which list those 'publishers' to warn people. 2. Michael already mentioned the criteria for how to produce a good scholar Journal. Those are all very good suggestions. Knowledgeable and a famous Editor in the field is also very useful. He knows how to attract some heavy contributors. In my personal opinion, a good scholar journal should be eventually included in the SCI (Science Citation Index) database, and with a yearly Impact Factor.
