To solve the optimization problem of resource utilization over optical networks and assure the QoS provision, one can formulate the optimization problem using the different optical resources including wavelength bandwidth, wavelength converter, fiber delay line. In addition, one can use as QoS parameters such traffic loss and traffic delay from the source node to the destination node.
I like the approach described in SCHRAGE's introduction to LINDO (an optimization package). There, the ideas are to determine the activities that the decision maker wishes to optimize (the decision variables); the resource constraints that face this optimizer; and, an objective that the decision maker seeks to maximize (or minimize). You have all these ingredients in your questions, except perhaps I did not see a clear objective function. So the problem you describe is a great candidate for optimization. The question then is how to do it: formulate the problem, and use a solver.
If these decisions and resources can be modeled with linear equations and/or inequalities, you can set up a Linear Program ... and do many useful sensitivity analyses. It is possible that your problem (from reading your question) has, however, some non-linearity. This can make things more complicated, but the philosophy of how to go about framing the optimization problem should remain similar. Can you write down and post your problem formulation?

The optimization problem is related the optimization of the optical resource related to the wavelength bandwidth and the buffering capability of the core nodes belonging to the built lightpath. In this case, it is indispensable to reduce the use of the resource during the traffic transfer.
