do you have tips or methods to set up a good system of survey about technologies and research?
something which can permit to know what is new and important and what change really the possibilities...
I don't really get the question; however, technologies are bound for survey purposes. Google form is one powerful survey instrument that you can use. Also, Survey Monkey and FreeOnline survey can also be of help. All these apps give you descriptive statistics.

I would like to go more far. because the statistics and the usual systems are not so perfect. I am sure that it exist better method to get more. Sometime, it exist talents or people which does not publish, how to see them? or maybe other things. You know something like searching actively the news instead of just taking what is refered by someone else...
Then I think in addition to the excellent online resources suggested by Dr. Harry, you must dig into ezine portals, newspapers with columns for young scholars and so forth.
