How closely should I match the indices of the liquid and glass to prevent a laser source at 266nm from being scatted by the ground surface of the fused silica that is immersed in the index matching fluid?

Scatter is proportional to the Fresnel reflection, so if you know how much you need to reduce scatter, you can calculated how good matching needs to be. In this case your choices are proably limited by the transmission at 266nm of the various matching fluids.
