During 2018, Puerto Rico has exposed to many devastating hurricanes along with many other parts of USA. In Puerto Rico, hurricanes have created disaster in the society. There is no doubt that Puerto Rico has experienced major hurricanes during 2018. However, the country was not in the list of Top Ten “Long Term Climate Risk Index (CRI) in the past. Surprisingly, Global Climate Risk Index 2019 by GERMANWATCH has placed the country in the top of the list.
Can we define climate risk like that?
The climate change is not new phenomenon, over period of time the change occur in the magnitude of different weather events, that is nothing but the extreme events ( Hazards).
The hazard events are more concern with the necessity of disaster management that mostly affecting their strength of damage to civilian and farming community.
The CRI index looks quite sensitive since it varies significantly from one year to another. It seems that a special year like 2017 (strong hurricanes in the Carrabean) can change quite a lot the ranking (Puerto Rico, Domican Republic).
Anybody can comment on that ?
Yes, basically temperature of the particular region having great influence on probable incidence that may be due to number of anthropogenic factors and other P.G.like parameters affecting and decides the situation of place which responsible for events.
To make better predictions you have to go and take measurements of ocean temperature around the equator on a regular basis.
Since no one can do that we rely on models that are not very accurate.

Well, extreme weather events are due to extreme power in the air due to increased evaporation of sea water (that is the only source of the "power" in the air that fuels storms, wind, hurricanes, etc.)
If we decrease emissions, the air temperature and sea temperature might get cooler, therefore, the power in the air will be less severe.
Yes, I agree with Dr Michel, as our hydrosphere is major component contributing 80 % so automatically whatever changes occur inrelation to climatic variability mostly due to sea surface temperature and related phenomenon.
