My Landsat 8 (Collection 2 Level 2) 7-band layer stack has a cyan tint across the entire image. Do I need to apply any kind of correction? Level 2 Landsat 8 imagery should be corrected to surface reflectance, but how can I read the metadata to be certain about what level processing the data had?
How can I read the reflectance values in ENVI to see if my data is ready to use?

Did you personally download the granule? You already state it is "Landsat 8 (Collection 2 Level 2)" so what about the product description technical documentation is insufficient?
If you are seeing unexpected color weirdness on the screen, depending on the image software ... some just load the first three bands into the RGB colorspace, or somewhat randomly assign some bands to R and G and B. For Landsat 8, the Natural Color bands are (4, 3, 2) https://gisgeography.com/landsat-8-bands-combinations/ Basically make sure the assignments and display order are correct.

The following metadata file specifications are included in Collection 2 products to facilitate consistency, machine-to-machine scripting and rapid querying of the Landsat archive:
- Material Library File (MTL) (Object Description Language-based) format (currently offered)
- Extensible Markup Language (XML)
And the listings below "Users are encouraged to reference the COG Data Format Control Book (DFCB) for a detailed description of the image, product and metadata files. Together with the instrument specific Level-1 DFCBs, the COG DFCB provides the user with a comprehensive overview of the new Landsat Collection 2 products."
Opening the Material Library (MTL) File using WordPad on your computer is best as all parameters and necessary details will be properly arranged. Thanks to Michael John Patrick for the detailed response.
