Indeed, declining of Academic Standards in Higher Education is quite universal problem and there are many factors that may have impact on each individual student. Apart from the suggestions you mentioned, it is important to profile and understand each student individually, while making sure that his or her learning experience is best possible and yet properly assessed and cultivated. Side by side with students it is also essential to make sure that Faculty-Instructors are well prepared and trained to deliver a best quality education in each class for all students. Indeed, this a a ongoing quest for all of us as educators, scholars, researchers, professionals, as well as for all students.
Motivate students. Market risk and threat will indirectly improve it.
Motivate, inspire and train to be inquisitive and desire to master the subject. All educators starting from Elementary, High-school and above should do that.
