How to prepare 4% glutarldehyde solution for electron microscopy from 25% glutarladehyde? Which would be better to use either distilled water or PBS?

I need to prepare 4% glutaraldehyde solution from 25% stock that is commercially available for EM studies.

Should I use 16ml of the stock and make th evolume 100 ml with Distilled water of PBS?

Kindly suggest further.
