F is the cumulative probability. First you need to sort your data in ascending order and then plot F with respect to strength (or other magnitude) like in Fig 3 of your reference. You can find more info in Materials Science books, look for chapters related to failure of ceramics.

I might be a bit late to reply to this question.
You must be having load values that need to be converted into shear yield strength using equation 1 of the attached document. These shear yield strength values are arranged into ascending order followed by assigning a rank to them. To calculate the cumulative probability (F), use the formula (sample rank-0.5)/(Total no. of samples) or any other you want. Then you can plot the curve keeping ln[-ln(1-F)] on the y-axis and shear yield strength on the x-axis (Equation 3). The slope will give you the activation volume.
For activation energy calculation, you can use the cooperative shear model if your data is following Gaussian distribution.
