For all material science experts:

I am not a material science student therefore I do not have experience with the fabrication and measurements. I am trying now to compound different dispersive materials to get a composite material which give me a good absorbing properties of the electromagnetic waves, but how can I choose these materials, this my question?

I read different papers in this field, but most of them were speaking about the methodology of the fabrication of the composites and after measurements they extracted the values of the permittivity and the permeability, but none of them spoke about how to choose the proper material which give the best properties of EMW absorption. How did they know that these materials will give the desired results of the absorption without knowing the values of the permittivity and the permeability?

Should I try the experiments with any random materials and see after that if they will give the promising results or there are data sheets that describe the values of the complex permittivity and the permeability?

Note: I am studying  only the dispersive materials with  complex permittivity and permeability.
