Seed->Part...: Approximate global size -

Mesh->Controls..: Element Shape - Tet

Mesh->Element Type...: Family - 3D Stress, Geometric Order - Quadratic, Tet tab

Mesh->Part

If different sizing along the edges and on the circle faces are required, the cylindrical surface must be partitioned (Tools->Partition...: Type - Face) and Seed->Edges... must be used.
