I designed a simple patch antenna of size 50 x 50 mm with FSS . Now I want to measure the RCS (monostatic and bistatic) of this patch antenna practically to validate my simulation results. Is it possible to measure RCS using VNA or PNA, transmitting and receiving antennas and anechoic chamber. Please help me.

In principle you can do this with a VNA in an anechoic chamber. You will need to look carefully at the definition of RCS and relate it to the more usual antenna parameters, gain, receiving aperture efficiency etc. and then formulate your measurement stategy. Why do you want RCS rather than the antenna gain or aperture?

When antennas used in military and defense applications, RCS is going to increase because of the copper ground plane. So I am trying to reduce RCS by using FSS in place of ground plane.
You can measure it in bistatic mode (You need to have very perfect anechoic chamber and should able to collect the data over 360 angle step by step). Instead of designing FSS as a ground plane , easy way is cover your antenna with good FSS (Rasorber)..
