as a hot research theme, entrepreneurial activity can promote the economic development of a specific region. however, there exists different levels of entrepreneurship in diffenerent regions. so, besides institutional diffenerences, wether we can consider there is variety of entrepreneurship capital? and how can we measure it?
i would think a measure of how much support there is for entrepreneurship in a location, and how easy it is to be an entrepreneur in an area.

university collaboration.
government programs.
large organization support.
entrepreneurship clusters.
special resources.
a track record of entrepreneurship.
The development of entrepreneurship is related to the history of life, the characteristics intrinsic to the person and the incentive of the environment in which the person is inserted, not only to capital.
As for me, I support answer Brian Barnard, because the economic environment of the country contributes to the development - degradation of entrepreneurship.
so, entrepreneurial acitivties are determined and influenced by different kinds of social and other factors. if we can find the close relationship between entrepreneurship and such kinds of elements, maybe we can measure the entrepreneurial capital of a certain region. however, we cannot decide which kinds of elements are the determining factors.
