How to measure innovativeness?

In the literature, there is a discussion about what is innovation and what definitely is not. There is also a lot of many kinds of innovation, we can discuss some cases, but how to measure innovativeness? What would be your method to measure green innovativeness?

We should ask first, what kind of inovativness we would like to measure? For example, innovativness of country, region, company, economy sector or person. In the case of company we can count number of patents and utility models.
