Is there any suggestion on measuring impact of policy research or analysis on policy formulation? I think just by using h-index or some citation metrics would be insufficient.
This is a very important topic of discussion which puzzles many of us who attempts to work in the field of policy analysis. Meanwhile, qualitative research such as content analysis can be useful. For it to be unbiased and meet the intended objective, such approach needs to be rigorous and systematic.
At the same time, we cannot ignore the need to conduct interview and survey among the end users of policy research.
