This is a very broad question that requires more specificity with respect to what type of disparities, specific conditions, as well as the populations and conditions in question. For example, persons presenting at mental health settings are likely to have undetected substance use disorders while those presenting at addiction treatment programs are likely not to have their co-occurring mental health conditions identified or treated.
In either case, determining any level of disparities would require some systematic assessment of individuals in the population in question to determine presence of the conditions in question. My experience in conducting various consultations and trainings is that assessment is actually the weakest link in may treatment systems. There is a pervasive tendency to jump into a treatment plan without adequately considering the detailed nature of the condition in question, much less considering common co-occurring conditions.
My suggestion is to first focus your inquiry as to conditions and populations. Determining prevalence of the conditions will require a practical assessment instrument to cover the conditions in question. Then by determining whether identified conditions are treated, you can begin to determine the level of disparities, if any.
