I want to measure dielectric properties of a ceramic material Plate by using Non destructive Reflection Method.
we have all facility like Vector Network Analyzer (VNA) upto 50 GHz and whole Range of standard High gain Horn Antennas.
could you suggest any body reference article or your practical experience?

The dielectric properties of the ceramic can be determined by FTIR
spectroscopic analysis. it depends inversely on the lattice OH content as confirmed in the following references;
