You have to use pelletizer to make carbon pellets. The normal techniques for pellet formation will involve the use of chemical binders, but the structure and orientation of these pellets may deteriorate at higher flow rates and pressures. Basically, to develop a pellet of high mechanical strength the use of a binder with mechanical pelletizer works on the principle of compression is the best technique.

As Sumit said, Use the pelletizer to use the pellets. You may have to apply some mechanical pressure to for the pellets.
