Many problems must be faced by researchers in developing countries. For those countries that do not use English as the primary language, the researchers will encounter obstacles in their article publication in leading international journals. How can we solve this problem?
I think achieve enough proficiency in English language is the best way. If we do not know English very well, it is not only problem with publication, but also deprive us from the great mass of knowledge base available in English. If you take help from the editing service, it might hamper originality of your research expressions. English is the medium of communication of the knowledge among scholars. In ancient time, it was Greek. In our lifetime it won't change, so it is best to accept the reality.

I also suggest you to find the person who are proficient in both the language, you may request him/her. Even you can get help from research forums.
Honestly, just make the paper public, then more people can read you. Ive found (and some of my buddies) that learning english doesnt helps me that much on my researchs mainly because i need to pay ridiculous amounts of money to read a paper that sometimes is not even good material for my purposes. Ive found myself however, learning other langs such as korean, french, german, etc thanking google translate because those are the papers that are available to the public, most of the english stuff is restricted, and as you point, undeveloped countries doesnt have resources, not for teaching students foreign languages nor students for investing into buying papers. About the "english as supreme lang for knowledge" seems like the first gentlemen that answered needs to take a look at philosophy and history of science.
