Principles of electricity are analogous to principles of fluid. Use fluid to explain electric principles.

Try to put the subject in the context. Try to find reasons why this course make sense for them. Then one can start with the examples related to daily life (electricity at home, fan regulators, heaters, battery and chargers, DC and AC etc.) and then explain the principle behind these.
Try to keep course simple covering the most important theorems and principles. Lots of numerical and problem solving make the concept clear and easier to remember.

I think the following may help:
Define the course objectives precisely,,
Define the course outcomes
describe the course content that satisfy this learning outcomes
Put learning outcomes to every topic in the subject
Plan how to realize these out comes
That is lectures, laboratory, exercise, simulations, demonstrations
In preparing the course plan and the course work consult the other similar course in similar curriculum
Try to make your course informative and attractive to nonelectrical engineering students by including practical case studies, demos and examples. I addition to simulation and practical hands on. I think electrical installation is an important issue for the civil engineering students.

Currently I'm teaching this course and I'm teaching it as two parts
A. Basics if circuits like kcl, kvl and nodal.
B. Sensors that are used by civil engineers like strain gauges, thermocouples and LVDT.
So the course was more geared towards application of electric engineering in civil
