In solar power systems, usually there is a MPPT controller between PV panel and Inverter unit. The MPPT controller is some what like a DC-DC converter which provides constant DC output voltage. MPPT checks output of PV module, compares it to battery voltage then fixes what is the best power that PV module can produce to charge the battery and converts it to the best voltage to get maximum current into battery. It can also supply power to a DC load, which is connected directly to the battery.

You can make that by using DC/DC converter controlled by a maximum power point tracking with a closed loop to maintain a fixed output DC voltage.
By controlling DC-DC converter based on MPPT algorithm you can easily control the DC output voltage of the PV panel.

What is important in MPPT is power control. When the voltage is constant, you can adjust the power by changing the current. You can design a DC-DC converter which operates with variable input voltage and fixed output voltage. On the inverter side, due to having a fixed input voltage, the inverter current controller can perform the active power injection with desired voltage and frequency levels. But you have to inject the produced power to utility grid or to a load instantaneously. Otherwise, the output voltage (the voltage at the output capacitor) will increase continuously.
You will require an interleaving DC/DC converter as everyone above has stated. This converter is a boost converter (you can decide on the topology but mostly a standard boost converter is used until or unless you have other design criteria based on turn on and turn off time of your converter). The purpose of this converter is to fix the DC link voltage. Once your DC link voltage is fixed, you can expect that the output of your inverter will also be fixed, given that you have an outer voltage control loop in your inverter control.

The output voltage of the MPPT will always vary if you are actually using MPPT algorithms so then converter would be n needed at the end to have a constant DC voltage. I saw many people here stating that you can use MPPT to have a constant voltage output, but I don't see the theoretical backing of that. If you have constant voltage at the output of the MPPT controlled converter then it won't be MPPT because you won't be looking at the solar panels and their maximum power point at all, you will just be focusing on constant output. Correct me if I am wrong...
