Scenario:
The sludge in the clarifier is mounting up day by day and the sludge at the bottom is thickened to a stage that, the sludge sucking pumping is itself straining to suck out the sludge to send the Sludge thickener.
We tried high pressure fire water line to kind of backwash - but no use

I am assuming that you are describing a circular primary clarifier. The sludge has probably accumulated because it has not been removed frequently enough. It could also be due to failure of the grit removal system upstream.
Try fluidising the sludge with an air lance attached to a road compressor. Then install an automatic timer device to remove sludge every 2 to 4 hours including overnight. Ensure capacity of thickener and dewatering system is adequate.

Dear SR. Its indeed hard. you need a rotating facilitator..pneumtclly turnrd around at the bottom of your circular clarifier. with hot water feed.. try loosen up sludge.. if steam is possible give a steam injection also. if you are successful.. then have this contraption..turned rglrly.. . w wshs..
Both the answers given above are correct in my opinion. Regular cleaning is the best way to keep out of trouble and operate smoothly.
Dear SR. Refinery guys are great in o&m. i mean ops and maintainance. If this clarifier is to work always.. have a standby one.. get them alteranating. and the one in rest goes into upkeep. There are a lot of ways.. the sludge can be dislodged.. and system maintained.. w wshs ... AS ...

The sludge pump should run after every two hours,sludge from clarifier either go to thickener or SDB, till thinner waste waters comes.

For you problem the installation of rotating blade as a mixer can be the solution but it might not be the cost efficient as the Ajit sir suggested about stream injection might be increasing the cost. My opinion is that, run the suction pump in reverse so the insertion of air or water (might be hot water) can loosen the sludge and then again suction action can be impliment. After every fix interval of time the process can be repeated. In this method, their is no extra cost for arrangment, but the pump should be modified to work on both way..
