for my opinion, I think that image enhancement process is purely dependent on the applications where we need to use the enhanced image and the types of degradation in the image. some suggested solutions from my experiments:
1) in case the image contain so much noises, it is a good idea to apply filtering operations such as mean-median etc.
2) if the image is looking too dark or too bright, I advance to apply histogram equalization process to improve the contrast.
3) finally, if the image is blurred, I suggested to apply sharpening operations in the image.
