Al-Ani , I am doing this practicing style in both academic and social daily activities, beside that I used to present all my lectures, symposium, public academic lectures, and some social activities by using standard English language. One of the key factor in learning another language is ORAL PRACTICING.
Fluency not meaning to speedy speaking, never, but it means how to rightly pronounce every word with excellent pronunciation style, I met many professional English native speakers, they were speaking slowly but with high professional style, and i was so interesting to listening to them and very well understood their speeches, again I recommend oral practicing with others.
Try to train yourself to pronounce words rightly then hear yourself again and again. After that try to listen to British native speakers. Finally, exploit every chance to communicate with others even if your fluency still not good.
Read English news papers regularly and talk to your friend & colleagues without hesitation it it is right or wrong.In the course of time u will be a fluent speaker.good luck.

- Learn to use fillers to gain time and spoken discourse markers to make your speech more cohesive.
- Avoid translating as much as possible; try to think in English.
-Read widely to acquire more vocabulary.
-Focus on message rather than form. Of course, there will be situations where accuracy is important, but, in most situations, relax, concentrate on getting your idea across and try to enjoy conversing in English.
- Practise speaking and thinking in English when you are on your own. Rehearse situations in which you will need to speak in English.
-If fluency is seen from a dialogal point of view, you will need to practise asking for clarification and dealing with misunderstandings.
- Accept that until you reach a very high level you will not be able to speak with the same level of sophistication as in your native language.
You will feel more confident if you know how to build sentences in English correctly (i.e. grammar). All major publishers like Oxford, Cambridge, Longman etc. have many grammar books at all learning levels - use them and do exercises regularly and in written.
Study regularly even if you don't have much time - don't skip a day even if you don't have more than 15min.
Read in English (make sure you read texts written by native speakers). Again, you have a lot of Readers (from leading publishers) at various learning levels, very useful. At the same time learn new vocabulary - a rich vocabulary will boost your confidence and ultimately your fluency.
I find monolingual learner's dictionaries a very useful tool, too.
Exposure to English can be achieved by listening and watching any British or American or Australian etc. (native speakers') broadcast. There are plenty of them. This is very important for improving your listening comprehension skills.
