In such a case, the best way to quickly adopt a solution is to convert some of the productive wells, especially those located on the runoff stream, into artificial recharge wells after the procedures for regulating the Head of wells so that they are able to allow access to enter water and regulating the entry of water and avoid entering the clay and the like into the wells.

There are plenty of methods based on Policy and Engineering based.
For example, alternative water resources utilization such as rainwater, etc can be promoted using policies. Sometime, groundwater recharge can be done using engineering applications.
Moreover, there are plenty of engineering applications scubas; permeable pavement design instead of concert or asphalt.
Basic aim is promote the infiltration of rainwater and minimize the withdrawal.

In case of groundwater conservation, it is important to notice the both sides of supply and demand. In many regions, the groundwater extraction is over than normal and it is the major problem in aquifers. Altering the available policies and governance is more essential action in terms of groundwater conservation.
I full agree with Parisa. In fact, ground water is decreasing fast rather very fast in many areas depending upon the competing demands from other sectors. As we know that presently, there is no regulator in water sector and developmental activities also gone uncontrolled in many areas in the country. Thus it is best approach to conserve water by multi-directional activities. These activities may range from behavioural change by promoting awareness to infrastructure building e.g. wise water use campaigns, individual and community rain water harvesting practices, efficient irrigation water use & proper crop selection, afforestation & plantation in all suitable areas including in forest reserve, along the rivers and highways, near water bodies and their protection. In addition to the above, we should change the habits of misuse of water in day to day activities and water efficient gadgets & fixtures and research to enhance efficiency, reuse, and recycle waters. It may also include heavy engineering solutions like waste water treatment & reuse in mega and metro cities. In this approach people's contribution and government budgetary support are key elements of success and treated as being Every Body Business.

It is true that there are various methods to raise ground water level but it would not be adequate effort. One may practice transfer water from river basin to driest / desert areas for storage physically and virtually and also use close conduit to stop water loss. Over and above, One should adopt efficient use of water by change of water use habits, innovative home appliances & irrigation methods.

Yes, artificial recharge by rainwater harvesting and surface water injection can replenish groundwater but this is as far as the resource is readily available. Therefore, combining policy with engineering is effective way to go. Policy controls usage and conserve resources. Without good policy on water conservation, engineering solution may be grossly inadequate especially in region of low annul rainfall and poor hydrologic connectivity. As a policy, processing of surface water for urban and industrial consumption should be emphasised over groundwater abstraction while construction/industrial dewatering should be well regulated.

Info given@ Dr Sudhir Kr Srivastava is much useful. In India, CGWB has notified safe, over exploited, dark zones in India where regulation is in place under CGWA. The restrictions are posed by it in many areas in various States having dark zones. There are zoning of the regions also indicating the potentiality of rain water recharging as per geo-hydro-morphological characteristics of such areas. Thus a scientific approach may be more beneficial to practice rain water harvesting rather putting RWH structures on flat and uniformly in all areas.
In my opinion, besides all engineering and technical approaches, a participatory approach may be innovative and more productive in recharging ground water. Government charges farmers and land owners for ground water extraction and use. Similarly, if they are paid back for recharging ground water, everybody will take part in this campaign.

Indiscriminate ground water development has led to substantial ground water level declines both in hard rocks and alluvial areas threatening sustainability of this resource. Traditional water harvesting methods, which were in vogue in arid and semi-arid areas of the country have either been abandoned or have become defunct in most cases, there is an urgent need to revive these methods. Natural replenishment of ground water reservoir is a slow process and is often unable to keep pace with the excessive and continued exploitation of ground water resources. Artificial recharge efforts are basically aimed at augmentation of the natural movement of surface water into ground water reservoir through suitable civil construction techniques. Such techniques interrelate and integrate the source water to ground water reservoir and are dependent on the hydrogeological situation of the area concerned.
I don't know more about this but this idea will work. Start Water Bank System Each house is act as a bank in society. For each house give some amount of capacity to store water during rain. Now, this will help in conservation of water during rain time. This process replace some scarcity of water.

In general, ground water level always rise in winter season due to increase in infiltration of rainwater, but infiltration rate depend on many factors such as, soil types, compaction, texture of soil, vegetation cover, moisture of soil, water content, water table deep of subsurface and climate conditions. All of these play an important factor for recharge groundwater.
To me , this is the one of the most important aspects for paying attention at this time. Ground water recharging is urgently needed in almost all cities. A conserted efforts must be employed with the support of all experts, engineers, ecologists, environmentalist for its immediate solution.

A law must be forced in town planning to reserveve a percentage of total area for recharging ground water in India along with preserving existing water bodies without any encroachment under any circumstances.

Groundwater shortage and its replenishment is going to be a challenging aspect for us. And we cannot overcome to this problem in an easy way and in very short span of time. We can reduce the dependency on groundwater i.e we have to adopt alternatives means. We must have to utilize rainwater for our purposes other than drinking. Rainwater harvesting and groundwater recharge should be mandatory for every type of construction. Either by making strict rules and regulations by the higher authorities or by imposing taxes on the groundwater's uses abide us for proper use of the same. So, apart from the advancement in the technology for the enhancement of the groundwater, quantitatively and qualitatively, we must focus on the minimum reliability on the groundwater.

It is good point. Indeed, contemporary findings states that an integrated catchment management to enhance infiltration. For example, physical (soil and stone bunds and various terraces) and biological (tree and grass planting and area exclosure) measures could reduce the fluctuations of the status water level. Importantly, balancing the annual water recharge and water demand keeps increasing groundwater in a given catchment.

In countries such as India, it is a pain to look at all the excess water during floods draining into the sea. Practically, in the country with dense population, it is tough to plan new water catchment facilities. So, the only option is to recycle water, desalinate sea water, and harvest rain water as much as possible.
Improvement of catchment area, minimum withdrawal, make available for more space for water recharging, reduce concretion of surface land, intensive awareness, artificial recharging and so on.
There are many engineering methods to conserve water and enhance ground water level. Certainly these methods are very effective and yield desired results. However, there is need of public awareness & participation in these activities more than government policies( although these are not less important). One thing was missing in the discussion which is efficient use of water for various purposes in the country, particularly in agriculture sector ( being >80% water user). In this sector more innovative ways are to be adopted. In this regard, from Israel, we may drive many lessons to home on water usage efficiencies.
