I would like to mix some pigments in a polymer matrix (coating) but of course when the pigments are on solution, it is really difficult to obtain a homogeneous coating and in powder state I risk to have agglomeration, I thought to change maybe the coating into a water based one.
Do you have any suggestion?

Initially you have to blend the coating with determined amount of the pigments, and then according your requirement, employ a amount of this blend to pigment your system, but in this case your pigment is the blend of coating and pigment.
To my mind you must to increase the viscosity of the polymer solution by reducing the amount of solvent. In general for good dispersion of pigments in polymer matrix required use high shear mixing and ultrasound dispergator.
At the first I should say that pigments do not solve in solvents and just disperse in it. If you have a dispersion of pigments in an organic solvent and the resin is solvent base there is not any difficulty and it is enough to add the dispersion into resin and mix it. But if the particle size of pigment is not fine you need to mill. Pear mill is one of the best miller that used in paint industry. You can add pigment ( in solvent or dry) into resin, then mix it and mill. The time of milling depends on the particle size that is your consider.
If the pigment dispersion is aquas you can use waterbase resin as media or dry it and follow the mentioned procedure in above.
