I have implemented a very basic scenario that a raspberry pi is connected with vibration sensor and vibration data is sent to cloud. I am showing cloud data in a mobile app. However, I want to implement a fog layer and show the data from fog layer in mobile app. How can I design fog layer in this platform? I have read papers for this issue, unfortunately could not figure out the real implementation of fog layer between end user and cloud.
Fog is unfortunately not yet addressed with the desired clarity in standards. I recommend that for the purpose of the application you have well described, you consider Edge Computing. Here you can enjoy much more solid and unambiguous standards developed by ETSI with all specifications public and free, often with test associated. Look at:

Thank you, I was thinking to add a new pc (fog node) between cloud and end user (IoT + sensor). The fog node should be configured with REST API with the functionalities to communicate with cloud and end user through mentioned API. Instead of sending data to cloud (Dropbox or another cloud), the pc in the middle reply to the operation and notify mobile app. (Does this makes a fog environment?)
The PC in the middle is called a server. Please look at the ETSI Multi access Edge Computing architecture, that's really what you need
