According to: https://beallslist.net/hijacked-journals/ the homepage of the authentic journal is: http://journals.istic.ac.cn/gjstxen/ch/index.aspx (the content looks the same as the one you gave http://www.hitech863.com/gjstxen/ch/index.aspx and you are redirected to this site as well when you click on the links logo on the left).

The website http://www.hitech863.com/gjstxen/ch/index.aspx is also given by SCImago: https://www.scimagojr.com/journalsearch.php?q=12667&tip=sid&clean=0

The fake/hijacked site http://www.gjstx-e.cn/ contains more red flags:

-mail address: editorhtljournal@gmail is a gmail one, often suspect and rarely seen in an official journal

-Apart from this vague mail address no real contact info

-Prominently mentioned impact factor (while they are not indexed in SCIE)

-This Chinese journal contains only papers from non-Chinese authors

So, in short, the first one is the authentic version and the second one is fake.

PS. Warning these frauds 'just' use the ISSN numbers of the legit journal. Good tip Sanaa N Al- Haj Ali about SCImago but unfortunately too often they discover rather late that also fake websites are there for the 'same' journal.

I think it's just for language, this journal use two languages, no problem because it use same issn
