Me I used MODFLOW by trying to create my own data based on geological report of the area and water levels. You need to approach those people who drill boreholes in your area and use that as a starting point.

The sub-surface formation can be obtained from Central Groundwater Board as lithologs or strata charts. Strata chats for few Indian states at a block or district level is available on India-WARIS website. But the utility of such data depends upon the size of your model domain.
