Didn't use ArcGIS for such analysis while R and Python can do for you.

from a computation perspective, SAGA is quite powerful in performing such tasks. You import the both rasters and select "resample" to bring both to a common spatial resolution. Once they are within the same grid, you can create one by right-clicking on one band. Please have a look at the attached image.

Using ArcGIS , create random points, then extract values to first variable later for 2nd variable. then export in excel using scatter plot, correlation etc. you can also many variables like this , could be useful for multiple correlation.

I suggest you generate random points from your raster datasets and then convert to excel. You may then proceed with your regression analysis thanks
