1. How have you meshed? if you have coarse mesh, you can get the convergence. If the mesh is too fine, as you've mentioned, last step convergence would stop
2. Check your boundary conditions and also reverify part/block to part/block contact
3. Try to find if there's any part-to-part overlap exists or edge overlap or boundary condition overlap
I suggest, you could use coarse mesh to run your simulation and find the solution, then refine your mesh

Generally, most convergence problems are related to poor meshing, wrong boundary conditions, and solvers. Try to refine your mesh, then make sure your BCs are accurate and your solver can handle the problem you are solving. Also, start with lower URFs, then increase them gradually.
