I have a high solid UV curable coating of which I need a free film to evaluate mechanical properties. I tried to make a film on silicone based release paper and tried to peel it off but couldn't get the film out. Kindly suggest me a suitable substrate where I can cast a film of UV-curable coating.

Many polymer films cast on glass surfaces (plate glass will work) can be easily removed after a brief soak in tap water (just a few minutes). The difficulty with casting on a low energy surface such as silicone or a fluorinated polymer is that the liquid coating will dewet resulting in very non-uniform coating, maybe even looking like Swiss cheese.

You could try coating onto a film of polyvinyl alcohol. After cure use water to wash off the PVOH.
