If I understand your question (I'm not sure if i do), the "weight cases" option (in SPSS) will solve your problem. If I were you, I'd google "weight cases SPSS"/look for explanations on youtube.

In SPSS, at first you should go in 32000'th case and tape 1 and push enter to active 32000 case and go to compute variables in Transform menu, then in the upper left side input the name of target variable, now in right side in above box select Random number and in below select rBinomial for example to generate age variable. now if you are generate age data with 50 mean and 30 standard deviation you should select two parameters equal to np =50 and npq= 900 this means n=32000 and p=50/32000.
