In either case, my advice is testing. You need to develop a test plan which includes combined mechanical and environmental testing. If you are trying to build with bricks, several fly ash brick manufacturers exist, and you can ask for their test data, which may help you cross several tests off your list. However, consider whether a manufacturer's test plan may be inadequate. For example, some manufacturers claim to have tested to 100 freeze-thaw cycles, but in some environments, freeze-thaw can take place multiple times per year, which might mean instead of 100 years, the structure might last less than 10.
I must stress the importance of combined testing, with traditional bricks as a control variable. For example, if a high humidity environment causes degradation of the bond between a fly ash brick and cement (especially if this does not occur in regular bricks), you need to understand whether this is something you can accept.
In summary: You need to understand your environment and test to the combined environmental conditions and mechanical requirements. Any differences between the fly ash brick and the traditional brick must be evaluated for acceptability.

Check for the following properties in your fly ash :
Amorphous silica content - Higher the better
Unburnt carbon - Lower the better
Lime content - higher the better, but even if it is low you can optimize by adding hydrated lime to it
Mean particle size - lower the better, if possible grind it to reduce your particle size. With the reduction in particle size you increase the surface area that takes part in the pozzolanic reaction
