I have grown TiO2 on Ti foil.. depends on the condition, the TiO2 size, shape, and phase are different but the substrate is always Ti foil. I found the difference in peak intensity and peak ratios of Ti foil (substrate) (plz see the attached picture). Please suggest me the right explanation with references.

Your substrate signal is attenuated by the TiO2 layer. If your layers have got different mass coverages you will get different pronounced XRD signals from your substrate. Please bear in mind that Ti (even in TiO2) has got a quite high atomic number in relation to the Cu K-alpha, you are working with. Significant Cu K-alpha attenunation is easily achieved.
Different Ti peak positions and peak form of your foil signal may arise from stresses induced during TiO2 formation from that foils respectively.
What is the expected thickness of your TiO2 layer?
How do the XRD pattern of your foils look like prior to TiO2 formation?
You may suffer from preferred orientation / texture within your foils too.
Can you please tell more clearly the method of deposition and the associated problems?

The thickness of TiO2 layer is about 150 nm (which is a multilayer). Actually as you suggested the surface coverage issue, I also observed the similar mass coverage difference from SEM image analysis (visually). Probably, I got the right answer.

Your TiO2 layer is quite thin; here I expect a transmission of well above 97% for Cu K-Alpha. So the attenuation due to your surface coverage is not the reason for the huge peak integral differences.
But the preferred orientation/ texture issue of your foils still is valid.
