I have submitted a manuscript on resistance spot welding. I have used lap-shear tests for joint strength. I have shown those results in a table against experimental combinations of process parameters. Reviewer's comment tells me 'Tensile test results should be evaluated and not just written in table form.' What does that mean?

The evaluation of tensile test result of weld joint means the comparison this result with that of the base metal.
I think you need to present the results in a graphical representation not just table.
Results and Discussion is a very important part of the research paper where the research findings are discussed on scientific basis and you try to explain how the results are fulfilling the objectives of the research work. You also try to explain the gaps in results, if any. Presenting experimental results in table had limited utility and it is pertinent to explain it.

You must provide a proper analysis of the tensile behavior of the weld joint using stress-strain diagrams.
