How to discuss the decrease in WUE of a plant species under drought at the Biomass level ?

The general trend of the increase of water use deficiency under drought conditions at the plant level could be discussed in terms of plant adaptation to reduce transpiration and tuning their growth rate but what is the discussion if plant water use efficiency decreases under drought? This means they open the stomatae instead of closing them at the leaf level
