No matter where the control room is as long as you have a network of ground stations (i.e. antennas with telecommand and data acquisition capability) implemented around the globe to ensure there is little or no gap in visibility with the spacecraft. The ground stations must have a high speed connection with the control centre.Depending on the spacecraft altitude and the station's latitude you may need more or less ground stations. This applies to spacecraft control in general, not only to failing/falling satellites.
