How to determine low velocity flow efficiency criteria?

Currently I'm studying simulation on a mechanical ventilator for COVID treatment and I want to know if there is a way to determine the efficiency criteria for my results. The inlet conditions I have are mass-flow rate and pressure, both are periodic.

I think the main efficiency criterion end users might be looking for would be actual duration of ventilation compared to expected duration of ventilator for a given volume of O2. There are quite a few studies that look at ventilator efficiency for use in low resource areas, and they may give a good frame of reference: e.g.
