I have been workin in the late 80s with Parisian public transport companies, my knowledge of this question date back from this experience.
1) what is coonditionning the layout of seats in the metro carriage is the peak hour : during the peak, you have to accomodate as many people as you can. So, usually, you suppress seating seats, because more people can stand than seat (you can experience it by yourself in any subways of the world)
2) provided it is technologycally and economically sound, you can put into operation some old Rolling stock, with more seats, in the off peak hours.
this strategy is limited to short distance travel. It would not be convenient and acceptable for long commuter trains.
