I need to sense a supercapacitor charge at 2.7V using a opto-coupler and take the output signal as the input signal into the PIC microcontroller ? Really appreciate it if someone can provide me any resources on designing a such circuit to sense the required 2.7V across the supercapacitor.

Optocouplers are used to isolate the output signal of the microcontrollers from the input of the peripheral devices. It is not used to input signals to the microcontrollers.
So the matter of detecting the specific voltage of the battery can be implemented by a comparator which simply is composed of an op amp with two resistors to produce the the required reference voltage:

The output voltage can be fed as a logic level to the microcontroller.
Or it can be fed as an analog voltage that can be evaluated by the the microcontroller.

I recommend using Micro-Cap (http://www.spectrum-soft.com/download/download.shtm). All EE's at Emerson used Micro-cap, even though it cost $4,000 each. There are no other electronic SPICE modeling programs even close to Micro-Cap capability.
Micro-Cap is now free. Andy Thompson, owner of Spectrum Software, has retired.
Micro-Cap does worst case analysis --- changing the tolerances of components --- changing the temperature --- etc. And it is easy to use.
I have used Micro-Cap for all of my electronic designs since 2001. When I tested prototypes, they worked exactly as the model predicted.
