Great question and I believe no one answer... but one concept that might help you is the literature on Disruptive Innovation - from Clay Christensen out of Harvard - late 1990s.... I have used this as a yard stick to understand when a new movement or tool is actually literally "disrupting" the norm and setting new limits - Good Luck!

From my side let me suggest to you a paper by Lente, Spitters, Peine (2013), Comparing technological hype cycles: Towards a theory; Technological Forecasting and Social Change (https://doi.org/10.1016/j.techfore.2012.12.004).
This interesting work helps to understand how hype patterns take shape, which has the potential to considerably increase the capacity of stakeholders involved in the innovation processes to capture the conditions of underlying technology and use hypes as a resource of information to attract resources, coordinate activities and spur competition.
