How to deal with impossible choice sets in a fractional factorial design????

I'm studying a choice experiment about the ecosystems services from a Marine Protected Area, and I have some difficulties to understand how to deal with impossible choice sets when I running the fractional factorial design.

For example: One scenario (with heavy restrictions) theres no diving alowed, but i cant separate correctly this option when I running the FFD.

Somebody could help me with these?
