If you have access to ERDAS, the matrix function (e.g. Gils et al.2008 here on RG). The paper may provide additional ideas as well.

You can use "Tabulate area" tool under spatial analysis in ArcGIS. See the follwing link for help

As Lakshmi said the best way is using of Land Change Modeler(LCM) in IDRISI, so that it gives you cross-tabulate table and map to show changes. In addition, you can obtain the losses and gains between each type of land use...

Since you have used Landsat TM and OLI for two individual time periods, you can avail multiple options as per suggestions i.e. by using Spatial Analyst tool in ArcGIS, using ERDAS or IDRISI LCM. But i think he best option is available via the Semi Automatic Classification (SCP) plugin in built within QGIS. Just you need to give two land use maps into the plugin and you will get an output showing the land use change in the form of class code i.e. suppose for class code 1 you have a class i.e. Tree Cover to Built-up and etc.
