Since vocabulary knowledge can be at different levels of depth (form recognition - meaning recognition - productive), I would suggest you start by having a look at (the relativley simple to make) Vocabulary Knowledge Scale type tests:

You can make placement tests both oral and written and the results would be indicators of how many vocabulary items students use to convey meaning (meaning, word choice, part of speech, use, etc.), and how they understand the received messages.
Have you thought of using a free Computer-assisted translation programme?. Either you may ask them to store technical terminology in the translation memory or in the glossary file.

Happy to respond,to my knowledge it is a person when reaching the first year of their degree/ graduation must be knowing 5000-7000 words. I'm an Indian and to me the target language is English and the foreign language is English . Your question is a foreign language learner possessing the vocabularies of the target language according to you which is a foreign language and which is a target language?
