I'd not follow such an approach since it would imply an error due to the stiffness of the crosshead and fixtures. In my opinion, the best way to measure strain rates is to read the signal from an extensometer applied onto the specimen

Strain rate= speed of gauge portion/gauge length. Strain rate based on crosshrad speed will give lower value of strain rate.

As many have indicated in their answers, using crosshead speed is not an accurate way of measuring strain rate (or crosshead deformation for measuring strain). The strain in tensile test should be measured using an extensometer attached to the gauge section of your specimen, and therefore strain rate should be calculated based on what Arvind mentioned earlier.

Strain rate (1/s)=Cross head speed/Gauge length of the Specimen
So that mean if I have cross head speed 1 mm/min and sample gauge length 25 mm the strain rate will be 0.04?

For 1mm/min and gauge length of 25mm the strain rate will be 0.04/min if you are using displacement measured by the extensometer. And if you are using total load train displacement, it will be less and will not be correct.
