How to control fugitive dust in Cement plant?

Bag filters are already connected in the cement production line but still fugitive dust is there so is it possible to control the fugitive dust coming from the cement plant by installing bag filters to suck the dust from the surrounding atmosphere rather than connecting it into the production line?
