Have you a common field? For example, the database have a ID (number or code) that you can join with your shapefile? If the shapefile have a column with the district name and this name fit with the name of district in the database you can join both columns.

Make Shapefile using Co ordinates or the points of the district/ Area ,

Locate a boundary

Convert it to KMZ or KML file so that you are able to open as layer in Quantum GIS or Arc GIS

Start Layer stacking or Shapefile Mossaicing
