I am trying to create a map in stata to show which major roads (highways and secondary) road pass through each district and where are major cities located. I have the shapefiles for administrative district boundaries, road network, and major cities. I trying combining these shapefiles but there is no common id (identifier). Can anyone help please?

There are many ways to solve it just with one arcgis toolboxes menu.
In the overlay menu you can use spatial join and your roads will have the district398 ID, name, status and so on.....
You can also with the same menu use intersect. With this the road segments will be sectioned on districts.
